Bandit scaling, or basically increasing the size of bandit parties as you increase in level, is probably my biggest complaint about Warband. Fighting bandits as a low-level adventurer is fun and all but once you're ruling your kingdom or once you become a powerful lord, the armies of other vassals and kings should be your concern and not some dumbasses with oversized mallets hiding in a mountain.

Have you manually changed anything about the party composition to make the display show the new total after assigning the new quartermaster? I implemented the kingdom policy Noble Retinues (+40 party size), and my party size stayed at 318 until I recruited one new troop and the display only then changed to 358.
Recruiting prisoners to your army. If you capture a particularly strong soldier you may wish to recruit them to your army. It may take having that prisoner in your party for a long time before you get the option to convert them to your cause; but keep them captive long enough, and eventually you'll get the option to make them defect to your party.

Then go to "parties (size and morale) -> Your party " and increase the number of morale boost for each point on the leadership skill, then save.
